According to an article at CNN: “Bullying and harassment in schools often includes violations of federally protected civil rights, the federal government warned Tuesday in new guidelines for educators on how to address the problem.”
In the rash of deadly bullying incidents, harassment based on gender, race, or issues that are not nipped in the bud by educators may be considered as contributing to a pattern of civil rights violations. This will have the potential, in extreme cases, of effecting a schools federal funding.
